RA only dithering does not settle because of DEC error

For mount with RA only motor that can only do RA only dithering, the error cannot settle after a few shots because the accumulative DEC error. Asiair should only count RA error for settling if DEC guiding is turned off. Otherwise we cannot do RA only guiding with dithering.

Any update on this fix? This makes dithering with the SWSA pretty much unusable.
