At the Terminal level, you can do that in MacOS X through the Unix "SetFile" command. You can also do that through Cocoa framework calls -- a few lines of code can do a bulk time change for multiple files.
There is probably something equivalent in Windows.
Why not just keep UTC? If you find some new discoveries (for example new comet or asteroid), you would want to report it as UTC, anyway. Albeit, the FITS header will also contain the correct UTC time.
Yeah, ASIAIR thinks it is located at Greenwich in Winter (DST off). Perhaps you can feed back to them and ask for a user definable location. But given their record with Daylight Saving Time, it might be messed up in Summer, anyway.
