My first post. I'm new to ASI Air, but have done a fair amount of imaging with other guiding software (MaxIm, PHD, PHD2) I suggest trying this. Slewing to the object you want to image AFTER you complete your PA and then initiate guider calibration. This seemed to work for me. I had same problem. No amount of fiddling with guide step, guide rate, max duration, etc. seemed to work. Although I haven't gone back and done a bunch of tests to verify the cause, here's what I think is happening. When the mount/scope is pointing to the north celestial pole, and is very well aligned, a rotation about the RA axis will move a star near the pole very little in terms of an arcsec displacement. (If there were a star at the NCP, it would not move when the RA axis is rotated, but it would rotate). So, that's my theory of why the calibration star(s) didn't move enough to do a calibration. If I'm correct, moving the scope to within about 30 degrees of the celestial equator should yield a pretty good calibration.
