Do not, under any circumstance use the Amazon device that you linked to -- that is a 19V USB Power Delivery (PD) device that is meant for laptops.
Find a USB-PD (in USB-C format, if that is what you want) adapter that has a 12V profile. On top of that, your power bank's USB-C will also need to support the 12V power delivery profile; check the documentation of your power bank.
Further, test the adapter in a refrigerator before you take it out on cold nights. You will be using a device that is not originally designed to work in the environment you are using it in. Test it completely before even contemplating plugging it into an expensive camera.
Alternately, you can feed the output from a 19V PD device to a Buck/Boost Converter that puts out 12V. I use a 16V buck/boost converter to power my mount because that is the voltage it is happiest with, according to the manufacturer of the mount.
I have already suggested to ZWO that they use a single USB-C connector to pass both data and power to their devices. Sam was not interested.
