I'm getting an Anker USB PD-compliant power bank to power my Rainbow RST135 mount at 15 volts using a decoy trigger cable. Do I need a 12V decoy cable to be able to power my 2600MC, or is the camera chipped for PD supplies?

No, that camera needs a plain old 12V source right at the 5.5mm/2.1mm connector. So you would need a PD decoy at 12V if your source is USB-C Power Delivery.
