Seen this mentioned numerous times on various devices. I've had this problem with my Pixel 4a phone off and on for what seems like years. The latest software version has icons if I load the APK but not if I update from the Play Store. I recently bought a Pixel tablet and that works fine.
Not a show-stopper but annoying and doesn't look good. Seems like low hanging fruit in terms of bug fixes.
