Offset Camera vs. Fits

My Asi294MC is running in 14Bit.
The fits file is scaled to 16Bit inside the Asiair.
When I read the Offset in the header it says 30.
Is the value of 30 in 14 or 16 bit ?

He/she already knew that. His/her question has to do with whether the reported offset in the FITS header of "30"units is relative to a 14-bit scale (0-16383) or to a 16-bit scale (0-65535).

Does the FITS header offset include the 4x scale difference?
