Activation Without Data Connection

I'm trying to connect with ASIair Plus for the first time and have good WiFi but only a very weak at data connection, which will not allow me to activate the ASIair.

Is there another way I can get ASIair going without the data connection? It does indicate an alternative IP address as a possibioity but that doesn't work either!!

Many thanks, I had not seen that page and I have now actiovated successfully following the guideline provided in this link.
