I did some more diagnostic work on the camera.
It starts out cooling to -10 but then over about 2 hours seems to go to 100% power and then it falls off on its cooling capacity such that the temperature rises.
When I go to the observatory and look at the camera I do not hear the fan.
Camera is warm to the touch.
Recycled power and USB connection, still no fan.
Diagnosis: Dead fan?
I would love this to be a software issue but I installed the latest ASI stuff, which I think includes all the drivers.
