I have an ASI174 mono that I am trying to run thru an ICRON 3022 USB3 fiber optic cable. The camera sometimes does work for extended periods. Other times not at all. Is this expected? My scopes are to far away for direct connection.

If the power is sufficient for the camera then it should work - unless the fiber optic has some data transmission issues. You could also check some systems logs - if the driver doesn't get sometimes problems during initialization, etc.
I measure 5.14 volts at the remote connection but camera won't connect. Other camera, Skyris 618, runs fine.
ZWO cameras may be picky about USB controllers and stuff like that. Check logs if available. Under Linux it would be dmesg after connecting the cable.
I think a powered hub is better than this extender
more power consumption required of ASI174 than ASI120 or skyris

The Icron 3022 USB3 is a 2 port powered hub, (900 ma per port).
