OK. I figured out the problem on my own. In case there are other knucklehead first time users like myself out there like myself, here it is:
THE POWER OUT PORTS ARE SET BY DEFAULT TO BE POWERED OFF
Simple, stupid, non-intuitive and not covered in the tiny little instruction sheet which accompanied my ASAIR Plus.
It is necessary to wade through the menus (in my case Android) app that you use to control this micro PC to find the sub menu that turns the power on.
