FITS Header DATE-OBS time ?

Hello,
what time is indicated there? My assumption is: The end of the exposure time + some delay for reading and saving. So basically the time of file creation. I have about 11.2 seconds difference between single 10 sec frames, so the time is END_OF_EXPOSURE + 1.2 sec. Some photometry programs (like Tycho Tracker) ask for this value.

This time is the save time, i.e. the time when the last shot is finished.
