I also confirmed that it doesn't matter how long the Seestar app has been closed. This service remains running in the background.
To put this in perspective. I've got over 100 user installed apps on my android phone and other than system processes, Messages, and a step tracker, none of the rest of them do what Seestar app is doing, just hanging out in the background with permissions for GPS, nearby devices (bluetooth and wifi), and access to photos/videos and of course the ability to phone home. This just isn't normal behavior.
