PHD-2 Guiding with ASI174

I just received a ASI174mm and can not get PHD 2 to recognize it. It will connect but then "times out." The camera shows up in windows 7 device manager and says it's working. And it does work in SharpCap. My laptop does not have USB-3. I tried updating the camera firmware but the updater says there is No Device connected. MetaGuide reports the same message, No Camera connected.

Windows' 7 programs installed list does not show DirectShow. Is this something that is needed? If so is there a download link somewhere? I have Microsoft Visual C++ 2005 through 2013 installed.
