I had this same USB problem but it seems to have fixed itself and works fine again. Win 11 25H2 plus all available updates. USB worked fine the first time I used it. As I was using it, I decided to connect with the app to check some settings while the files transferred. Since the USB was connected to the scope, I got a pop-up button for "Only recharge". I pushed that and the USB transfer was disconnected and ended possibly corrupting the file system. Windows then wanted to reformat the scope to read it. But now, everything's good again and I believe that maybe the file system is scanned for errors and repaired as part of the boot process. Anyway, Happy Days for me.
