Thanks Sam. I had the same problem with Windows 10 and one of those
newer model HP laptops. Updating the camera firmware resolved this problem for me.
I have an ASI120MM camera, an HP laptop (15-G067CL) with Windows 10.
Now the camera works fine.
First, ran Microsoft's System Restore program and set a restore point.
Downloaded the Firmware Tool:

Extracted the program and the firmware (for ASI120MM) from the zip file:
FWupdate.exe
ASI120MM-compatible.iic

Before running the program FWupdate.exe I wanted to make sure I had
a good connection to the camera. To do this on the problem laptop was a Catch-22,
but it is possible. Here's how I did it (it would be a lot easier and safer to flash
the new firmware on another PC that does not have this problem):
Plug the ASI camera into a USB port.
open Control Panel | Device Manager and right-click on the
"ZWO ASI120MM Camera" listed under "Imaging Devices".
Select Properties.
Showing in the "Device Status" text box will probably be the offending message:
"insufficient system resources exist to complete the API".
Unplug the camera from the USB port and quickly plug it back in.
The message in the "Device Status" text box will either refresh itself
or not change at all. If it doesn't refresh, try opening the camera properties
again. Eventually after unplugging and plugging the camera in several times,
and into different USB ports, the message finally said, "This device is working properly."
That's when I ran FWupdate.exe and selected the firmware file "ASI120MM-compatible.iic"
(both the program and the firmware were in the same folder).
It was easy and it was all done in a second. I rebooted just to make sure everything took.
No problems with the camera running on Win 10 & the HP AMD A8 laptop after that.
If FWupdate.exe does not run, the instructions say you may need to install this:
Microsoft Visual C++ 2008 SP1 Redistributable Package (x86):
