ASI178MM-Cool not seen by computer

I exchanged my first ASI178mm Cool camera for another because my computer never recognized the first camera, and my supplier suggested an exchange.

However, I have the same problem with the second camera.

I installed the drivers, then plugged in the camera. However, the computer never recognizes that I have plugged in anything. I tried every USB port. No messages that a new USB device is detected, no anything. My computer is running Windows 7 and has USB 2.

I tried another computer running Windows 10 with a USB 3, and have the same problem.

What am I doing wrong? - One thing I have not tried is powering the cooling fan. Does the cooling require power in order for the camera to be detected?

I thought about deleting this post, but decided it might be helpful to others.

Since posting the original message, I have rebooted my computer twice. On the second reboot, the camera was plugged in (the cooler was unpowered). Windows successfully installed the camera and it is now usable.
