Artifacts on CCD

I recently noticed that my out of focus image shows the artifacts seen below. My camera (ASC1224) has only been used about 20 times. I changes the desiccant tabs this morning per the manual. Any advice how to clear this would be greatly appreciated. I'm convinced that this isn't on the telescope mirrors.

Sam, the spots are definitely on the sensor. I was told by ZWO to clean the sensor but wasn't given specific instructions other than to use a warm air blower. See the attached images.

The spots are present with and without cooling, both in and out of focus
