I can't get the usb 2.0 hub on the back of the camera to detect any devices. Do I have to turn it on some how? Any test I can do to see what is happening?

no, you don't need to turn it on
just connect the USB3.0 cable to your PC
and other devices connect through the hub should be detected
you may need to send it back if yours didnot works
