and ZWO ASI1600MM-C w/ v1.0.2.23 ASCOM drive and Bias frames is failing.

I get to frame #28 out of 100 and the camera gets stuck downloading frame #29 over and over and over again.

Camera is directly connected to laptop via USB 3.0 port and supplied cable. Bias at 0.00sec in SGP.

Not sure who's issue this is...could be an SGP problem or could be a driver problem.

you can try to adjust "USB Traffic" lower and try again

there is no other such software feedback

you can also try sharpcap to capture bias at RAW16 format

This appears to be an SGP issue, not a ZWO driver issue. Another user with another camera reported the same issue in the SGP forum.
