ASI 1600MMC fan on by default?

Just wondering if the fan for the ASI1600MMC turns on automatically when plugged in, or only turns on when cooling is active? Right now I have the cooler turned off, and fan is not working. For some reason I have it in my head that the fan ran all the time, regardless of cooling or not. Just wanting to clarify this.

The latest ASCOM camera driver (V 1.0.2.23) has this fan behavior: fan only comes on when cooler is active.
