I'll try to find the problem, but I only have VS2015, it seems that the project you sent to me is created by VS2017, I need to swap the project version at first.

Yes, I can reproduce the issue.
I create a c# project(not UWP) and call as the same aequence using the same .cs file we provided, no issue occurs with the invoking of the API in SDK, I think it's problem with UWP program specially. I'll test more.

Any luck? This is proving particularly disruptive as once the video capture function has been initiated, I can't change resolutions, take a picture, etc.
