Frames per second: RAM or processor speed

I just got the ASI120MC-S and have been taking it out on the field and running on my laptop but it's been running slow. However, when I ran it on my desktop, it was running the full 60 fps at 1280x960 as opposed to my laptop that gets only 30 fps at 1280x960. My question is does the disparity in fps from the laptop having 4 GB vs 8 GB RAM like my desktop or is it the processor something else entirely? Also, I'll be getting a new Android smartphone delivered in the next few days. Would the low frame rate be an issue using the smartphone and the ASICAP app?

Are you testing it with the USB 2.0 port on your laptop?

I tested a different USB port and it did speed up and run at over 40 fps and capturing around 35-37 fps while dropping some. My Acer Aspire E15 has two 2.0 USB ports and a single 3.0 USB port. The faster speeds are probably from plugging it into the 3.0 USB port.
