1600 can cool down 45C, 29.44 - 45= -15.56
So that's the limit. camera is OK, evironment temperature is too high.
You need to take camera indoor and open the air conditioner.

I actually did better than that... the other night I was imaging in 85-degrees F here in SoCal, and was able to cool my camera to between -18C and -19.5C. Pretty impressive for $1,280 US!!!
