Cooler not Working

I am using an 071 camera. I have set the cooler to -10C. The software readout remains at ambient. Is there a way to determine that the cooler is working?

Does the fan work?

If you have a multi-meter or other meter that could measure the current, you also could measure the current of 12V. If it changed with the power percent, I think it should be other problems.
