Can the ASI Air Pro power a 12V 24Watt dew strap?

Hello, yes. There are 12V power output control options in asiair Pro settings. There are supported device options in it

12V 24W = 2 A at max pulling.

12V ports are OK up to 3A each, but up to 6 amps total of 4.

So yes, you are fine....

I just connected the RASA cooling fan and sometimes (but eventually not necessary) the ASI 183 MC-Pro.

how are the RASA fans managed? temp based?
Does your doc provide max amp used?
Your cam cooling should be fine, as normally you should set the temp to keep cooling under 80% load (weak point of ZWO cams)

You should be fine normally...
Rule of thumb, most mount would pull 1.5 to 2.5 amps during fast GoTo (AMF), then less than 1 amp during guiding.
