I don't own a SkyWatcher mount, but does your hand controller show the Local Sidereal Time? If it does, and it is correct, then as long as the mount is star aligned, all GOTO, Meridian flips, etc should work correctly, independent of what the hand controller displays as your local time.
I think the 1 hour time difference is actually correct when you turn DST off. I.e., it shows Winter time.
Local time and UTC offset should not matter as long as Local Sidereal Time is correct. Everything in your mount will reference LST and not local time.
If the LST is also an hour off, then you have a real problem in your hands.
