Of course. When you set the exposure time for 30 seconds, the camera has to open its shutter for 30 seconds, and in the meantime, will not be sending any data back to the computer.
At the end of the 30-second exposure, it sends the data it has collected.
You will never get anything better than 1/T frames per second when exposing for T seconds.
Just increase the gain of the camera if you want shorter exposure times.
