That's your problem then.
PHD2 needs at least 25 pixel movement in 60 steps, after which, it gives up.
See if you can double the Calibration Step size parameter (if it was 1000 millisconds, change to at least 2000 ms). On paper, that should complete 25 pixels in 60 steps.
However, that will still take a long time to calibrate. Ideally, you want 25 pixels movement in about 10 to 20 steps.
So, perhaps changing the Calibration step size by a factor of 4 or 5?
After that, you also need to deal with the maximum RA and DEC durations. If your guide scale if off by so much, there could be something else wrong.
Some possibilities of your problem are:
1) your guide scope focal length is too short.
2) your camera pixels are too large, or you are binning your guide camera. If you are using 2x bin, change it to 1x bin.
3) the guide rate is too small -- if you are using 0.5x guide rate, try choosing 0.9x guide rate, or faster. If you are using a guide rate smaller than 0.5x sidereal rate, that is your problem.
