USB-C is an electrical connector standard (think of it as a physical connector shape (and pins) that can be used for various purposes, much like a DB-25 connector can be used for various purposes).
The USB-C connector has different usages. You will see it used it for USB-4 protocol, USB-3 protocol, USB-2 protocol, Thunderbolt 3 and Thunderbolt 4 protocols, DisplayPort protocol, Ethernet protocol, USB power delivery (USB-PD), etc..
You can for example see the DB-25 connector used for a serial port protocol, or a parallel print port protocol, etc. Likewise, the USB-C connector can be used for different protocols.
USB 2.0 just happens to have enough bandwidth (480 Mbits/sec) to handle your camera, and ZWO is too cheap to make it USB 3.1 complaint, when it is not needed.
The Mac identifies the protocol, not the physical connector shape.
