ASI1600MM-Cool Cooler not cooling

Hi everyone,
I have an ASI1600MM-cool that I noticed doesn't seem to be cooling or seems to be cooling intermittently. I use SGP to capture and when I turn the cooler on, the output % will slowly ramp up to 100% but the temperature never reaches the setpoint of -15c. It's about -4c out right now so I know it's not an ambient temp issue. I did swap out power supplies and bout a new 5 amp power supply and symptoms are the same.

I did pull a log from the camera after running the cooler and seeing no change. The only thing that stood out to me were a long string of bcooleron/bcooleroff commands. Does this mean anything in particular.

Anyone got any suggestions?

uiRT2ftH What is the ambient temperature? The cooling temperature difference of ASI1600 COOL is 35 degrees。
From the pics, when the temperature reaches -3.7 degrees, the cooling power has reached 100%. In this case, the temperature can't go down any further.
