I can confirm that for 2.4 that
ALL Sky Polar Align is still broken under the following test.

Note Deneb is above my NE horizon and is my lowest star in my eastern sky I can see due to trees.
Polar Alignment Results
Azimuth and Elevation continuously change quickly just by refreshing as others have reported over and over and over for SEVERAL YEARS now.
I am unable to pick a star lower in the sky to the east due to obstructions.
You can plug these numbers into the equations you are using and verify your current solutions are quite broken.
Please have someone look at the code itself. The bug should be quite obvious as the math required is not that complex to implement to resolve this for all situations that are being reported.
