This setting does not control the updating of the app version itself (unless the executing app can somehow update itself running in the background which Seestar app does not do).

Preventing the App installation itself from updating to a newer version is controlled via the App Store , Settings->Apps->App Store->App Updates. It affects all apps.I've had it shut off for quite some time to prevent what you just experienced. My understanding is that Android is more granular in that you can prevent auto updates on an app by app basis.
With the auto update shut off, in order to update apps manually you enter the App Store , select the upper right icon (typically with your initials) , and review Available Updates.
