I had earlier mentioned this:
I have noticed that there is a change with the recent ASIAIR firmware. In the past, the ASIAIR only turns the fan of a camera on at boot up time. The recent firmware versions appear to also turn the Peltier cooler on. It is possible that the extra current draw is causing what you observed.
I discovered a way to prevent the Peltier cooler (and fan) from turning on automatically.
Set the Main Camera's cooling target to +30ºC before you turn off ASIAIR.
The next time you apply power, the fan will still turn on before the ASIAIR boots up (this has been the default since years ago). However, even though the ASIAIR now defaults to cooling, the next time it fully boots up, it will start with the temperature set point set to +30º, and as a result (unless you live in Death Valley), both camera fan and Peltier cooler will be inactive.
The Cooling switch in Main Camera Settings is still turned on by ASIAIR (since v1.8), but the fan and actual cooling current will be turned off.
Try this to see if you can boot up with the camera already connected.
Its a long shot, since we really don't know the real reason why your ASIAIR would not boot with the camera pre-connected.
